Error Message: "Please wait while Windows configures ArcGIS Engine Runtime"
Problem/Symptom:
After installing Geosoft software, every time you start your computer or specific programs you receive the following error message "Please wait while Windows configures ArcGIS Engine Runtime". At this point ArcEngine proceeds to reinstall.
Environment:
Oasis montaj v7.0 and Target v7.0
Resolution
1) Open Windows Explorer and browse to the folder: C:\WINDOWS\WinSxS\x86_Microsoft.MSXML2_

• If the folder cannot be found: Proceed directly to the next step.
• If the folder exists: Delete it (and all its contents), and proceed to the next step.
2) Open a Web browser and go to http://www.microsoft.com/downloads/details.aspx?familyid=3144b72b-b4f2-46da-b4b6-c5d7485f2b42&displaylang=en
3) Download and install MSXML 4 Service Pack 2.
NOTE
• If MSXML 4 Service Pack 2 is already installed, download again.
• Download 'msxml.msi' only.
• If this service pack was previously installed, an error message may occur during the installation. This is expected; no action is required.
4) Once finished, reboot the computer
Root Cause
A shared component that ArcEngine and Microsoft both utilize is missing. This component is the MSXML4.dll. When ArcEngine is called the Operating System searches for this DLL. If the dll is missing your OS will automatically attempt to repair the installation.
To verify the cause of the error follow these steps:
1. Click Start > Run.
2. Type 'eventvwr'.
3. Select Applications.
4. Look for entries with 'MsiInstaller' under the Source column.
Double-click on the entry with 'MsiInstaller' where a Warning message exists, and the following error message displays:
"Detection of product '{1F34839E-4826-4B64-B1B3-42E5AE8DEC5A}', feature 'MicrosoftMsms', component '{303994BA-6487-47AE-AF1D-7AF6088EEBDB}' failed. The resource 'C:\WINDOWS\WinSxS\x86_Microsoft.MSXML2_
6bd6b9abf345378f_4.20.9818.0_x-ww_8ff50c5d\msxml4.dll' does not exist."
This means that the MSXML4.dll is missing from C:\WINDOWS\WinSxS\x86_Microsoft.MSXML2_

And you are required to re-install MSXML 4 Service Pack 2 (through msxml.msi) to get it back.
